Indonesia Etc.

"Surabaya did not terrorise the 'little people', did not threaten punishment or impose unenforceable fines on people who litter. No, the city did something singularly un-Indonesian. It worked through incentives, rewarding people for doing the right thing rather than punishing them for doing the wrong thing. And it showed that incentives can work at the community level. Collectivist culture without feudalism. Perhaps it should become Indonesia next Etc." Elizabeth Pisani
